Are you talking about the yellow display effect that appears on the UI when you tap the on-screen attack button?

The loading bar you mean? That's the attack speed of your weapon, if I'm not mistaken.
So a weapon with 2 speed would show the bar filling up in 2 seconds, and a weapon with 1 speed, 1 second.
If that's what you mean.

I think it just indicates that your weapon has fired a shot.
