Broken skill (Empathy)

Even though it didn't say it was patched in the last update I checked it anyways. The move empathey says it does +3 heals over 9 seconds, but it doesn't. I was wondering if anyone else has noticed this necause i'd like done feed back on it. It doesnt do an initial heal. Just a middle and end.
