Platinum Question

I am enjoying the game and am thinking about purchasing some platinum to further enjoy the game but I have a couple questions.

1) Is platinum account specific or character specific? Can I use purchased platinum across all of my characters?

2) Are content or dungeon packs account or character specific? Do I need to purchase the dungeons for each of my characters?

I did some searching for my answers but came up empty. If there was a sticky I missed please let me know.
