No,We shudnt be mad at Apple,Its a Good Idea to make the AAP...Look at android market,there are many Apps responded when typed search from Anynomous users...The AAP keeps the Appstore clean :)

On paper, yes it does help...but the consistent 2 month delay they dealt with made 2 of my dev friends stop developing for apple.

Also, google is "supposed to" clear out apps based on comments the app receives. Of course, that usually works as well as an umbrella in an avalanche.
