I don't think he's ever going to spawn for me. Good news is I've gotten several levels trying to kill him. :D

Soon I'm going to have to move on because I won't be getting any exp but it pains me to see that Quest Completed 8/9!!!! I'll come back eventually though!

Heh, yeah I ended up finishing that quest when I was helping a friend level. Pretty rare spawn.
