Yes. Tap the “...” icon as if you were going to enter a chat message, and scroll arrows will appear next to the chat box. DEVS: There appears to be a bug, though—I can scroll backward, but not forward again.

Not so much a straight up "it's broken" bug as an overlap bug. The new bigger page flip key overlaps with the scroll down arrow for text so it's hard to activate right on non-tablets.

You mean the skill page flip? Yah, they overlap on my phone. It seems if I tap just right I can get it to do a skill flip, but I've been unable to scroll the chat down. Seems to me that if the chat scroll is active it should take priority.

I agree. It should. The chat scroll sits over the skill flip and often the skill flip takes priority.
