anywhere in between active? I want to move on from my lvl 19 twink (was lvl 6 when I started twink) and start going up. I want one more stop before end game pvp and would like somewhere in the 30s.

You can try 48 pvp, 31 is literally dead atm due to tanks mighty weapon arcane maul. But i dont know much about 41

Level 36 is relatively dead, the occasional players here and there but generally dead.
Level 41 bracket has more players than the level 36 bracket, however I wouldn't consider the player base sufficient enough to be considered a playable bracket tbh.
Level 48, as previously stated would be a good place to go before endgame.
