I'll explain* :
During goblin event 2016, sts banned the players who exploited a glitch (I think?), and also some players who exploited an existing game mechanism (or however its worded)
sts, later unbans those in the 2nd group, and instead gives them a banner and a lazarus jewel (basically an untradable exquisite jewel, that has an animated icon)
*I'm not responsible if any drama ensues from this.
