Yes, you just need the recipe.

THere was a developer confirmation in the original thread that they will be, as long as u have the recipe. The recipe will probably not be purchasable after the event/event's cooldown ends.

Might be worth mentioning that the blood leaf recipe is a one time use unlike the recipe that uses leaf crates

does anyone think stocking blood leaf recipes is a good idea? instead of spending the tokens on leafy chests which yield nothing maybe i should stock 100 recipes , the price will surely go up

I think it's worth the gamble, it contains the new arcane weapons and Mishi. Lvl 51 Mythic weapons > 56 arcanes, and Hisha > Mishi. Hmm, never mind go for the leafy chests....

Yes, but you can still craft the Blood Leaf Locked with the recipe.
