no upkeep but still bonus?

lets say i am buying a tavern in order to get the bonus for pvp, do i always have to pay the upkeep to keep the bonus "alive" or can i just leave my house without upkeeps and still have the bonus?

u have to pay upkeep ofc XD u cant so easy be strong u need to spent more plats to continue be strong!
