I'm in Nuri's Tent with a level 55 archer, and I have the popup saying “GO TO A HIGHER LEVEL DUNGEON TO GAIN EXPERIENCE.”
Also, I click on Nuri, then on “Enter NURI'S MADNESS”, and it plays the animation, but I end up back in the tent. Edit: This was apparently because my inventory was full—it didn't tell me, but I discovered it when trying to enter a zone in a different way.
