It comes with iOS 4. :) Just tap and hold an app, and drag it onto another app.

Nope, since the only 4.0 jailbreak right now is redsn0w, and that's only for Intel macs (I have the old PPC G4).
But can you get it for the IPad?
Nope, sorry. :( Only for the iPhone/iPod touch.

I have an iPad. also, it's advised that you do not jailbreak ios4 yet until proper service and internals are released by the hackers.
