Why level 16 not 15?

Why was it level 16 that got the glory of having the new twink weps ? You couldn't have just kept it the way you guys always do it level 5,10,(15),20. The release of jewels, tarlok and winter star rings, and are still useable for level 6,11,16.
I mean before the release of these weps, 16 was so dead, you could fart and no one would hear it. 85% of level 16s are still using level 15 gears.
Imo, level 15 was the main twink level and it did held a tournament that was crazy, shout out to the winners #int#cupid#thatwarrior
So obviously there is someone in the team that's getting paid way to much for his/hers role.

Ya, but releasing this weapon affecting the another lvl balance by huge gap, it is not mythic weapon, it is arcane!! and only lvl 16.

I ever seen imbued armor lvl 40 too, so this not really matter of cap. hmmm

IMO it is a matter of complain
1. if the weapons are very rare then only a selected few will own it and rule that bracket. if non arcane weapon holder's get in a clash with an arcane holder then the only option will be to leave or to call an arcane weapon holder.

2. if arcanes are made not so rare most people will only aim for the arcane. gear variability will become dull. everyone will only choose that gear and nothing.

3. when we twink asked for weapon progression we didnt mean an ultimate urcane weapon.

now some people will say dont cry, level up, level down..but in the wrong run it will be boring...one day when you will want to use another weapon for a change u wont be able to and ask sts to make more mythic and arcane weapons for twink levels
