Clarification on arcane chest

I've read tons of comments on the forums but to clarify...

1) does the chest drop from both mobs and boss
2) is it better to use luck or no luck? (I know it's not required)
3) can it drops from chests,barrels etc. In dead city

P.S any additional information would be great :)

1) Drops from mobs for sure but not quite sure if drops from boss because they only said mobs drop.

2) Some people have used luck and got it. Some have not and got it. It's all luck... Up to you to use luck.

3) Doubt it since they've said chest drops from mobs.

4) I'd recommend farming Death City or Lost Mage Mine
