Anyone seen this armor before?

Hey, I got this armor a little bit ago through trade. I was wondering if anyone has seen is before? It seems weird to me that a lvl 43 item is usually a much lower level. Thanks!

I have a level 41 version. It's like the level 37 starry leather, etc. that was dropping in the swamps. There are always a couple of post level cap items that drop once in a while (not pinks like that crazy bug lol).
