I cannot tell if this is a bug, but signs point to yes.
The rank 6 comm weapon is a: Swingler's Ion Cannon
The rank 6 eng weapon is a: Captain's Neural Grips
The rank 6 op weapon is a: Wanderer's Sonic Emitter
Captain should be for ops, and it is so for the comm armor.
Wanderer should be for engs, and it is so for the eng armor.
Swingler/Swindler should be for ops, and it is so for the op armor.
It looks like they got mixed up.
