Yes- then for a bear its the snowball launcher- or the level 10 dex plat pack. You can use a lvl 15 pink talon from wyldwood and a artisian or expert leather. Another good wep is the auto crossbow. But these are rare at 15.
Rose wand is useless at lvl 10-15 because you dont have hellscream yet

Combat Cane is better if buying in the CS tho, higher liquidation value iirc.
