I think they made it adjustable. Meaning if you only have 1 row of buffs it will display as a single row, but if your buffs exceed the first row then they will display the second row.

yep it is adjustable..it will show all your buffs

I just tested on pvp, it doesnt work :P

No he was just mentioning that there are 2 rows of displayed buffs in pve but only one row displayed in pvp. The house buffs are active everywhere. Check his pictures, he's using two different toons to illustrate his point.

It's just the amount of space allocated for buffs/debuffs under your avatar

There will be a fix for this in PvP next week sounds like, though things can change of course :)
