Which is better for rogue? Arcane Pendant lv54 or Planar Pendant? and what's the difference?

For PvP arcane pendant gonna be better. If you are pure pve then planar pendant will do awesome. Arcane is not necessary for pve

Arc pend is good at pvp, Planar pend is good at pvp too and also pve because of the procs. But i like the arc pends aura its awesome :)
