it's certainly didn't scale well at endgame, where primary stat does better in everything
and chaos is supposed to be the hardest jewel to get, with the lowest availability...
and even worse, the damage given by chaos is reduced at exquisite tier, it is supposed to add 2.05 damage with linear increment, but it's curved down to 2.00
triple of the effort, but lower in increment, not good especially if next jewel tier will have lesser increment
