Go to Quartermaster, you can find a treadble 58 mythic weapon, and i see "upgrade" word there.

You can probably upgrade it to higher level by this thingy that drop in new maps. This thingy is called balanced scale

You can buy them with balanced token. However u need around 600 tokens that means 600 boss killed in cemetary or through quest. However this is restricted through the stages within the new map. You need to also buy licence to buy them. They require u to be exalted and have the proof of being exalted (means u have to buy a scroll or something like that).

They are not available in locked twilight chest yet.

It will take a few months( maybe longer, depends on stages) before they are available but those who farm it, unlikely they sell it because it requires a lot of hard work. i personally wouldn't sell them for anything below 10m at least.
