sadly, glacian's happiness bonus is outdated, aa range is too small, compared to maridos or singe...
as for passive, it can only freeze enemies that can be normally frozen with normal sorcerer's frost bolt, meaning, it doesn't work in pvp, as for the root, it works on most enemies, but the duration is very small, that you can only see enemies stopped for like 0.5-0.75 sec per successful hit, but glacian is well known for having a very slow attack speed.
so the answer is no
