In LVL80 PVP does a person with 2PC have a significant disadvantage as to the same player with 3PC?
Was wondering if those stat differences had a noticeable effect at a stage of the game where all the stats are pretty maxed out.

Very slight difference otherwise no, not so much of a difference to be fair. I guess it really depends on how you play. If in general you are a more skilful player than a 3pc person and you are 2pc, than chances are you will do better.

if you are half decent at the game, rings make no difference

The 3 piece ring: Ring of Valiant Glory has a slight advatage over the 2 piece ring: Ring of Valiance.
Gives extra
• 1% crit
• 5 health
• 5 armor

However, once the 3 piece ring is crafted with the pink dragon rings, you receive a significant advantage over the 2 piece ring.

The Black Ring of Valiant Glory gives extra over the 2 piece ring:
• 5% hit
• 2 crit
• 17 health
• 1 h/s
• 10 mana
• 1 m/s
• 10 damage
• 10 armor
