Is it real they got this belts for twinks? Or it is just a bug? Im lvl15 btw.

Its belt says amulet but stat looks like twink ones. Got confused
I think it's a bug because I don't see any in auction, but could be wrong.
Would be nice if it's not though.

Its bug. Even eggs have stat and antignome shows that's its also level 15

I guess one thing I am confused about is if it is truly a bug then why is the item stats scaled to down to fit that level?

Antignome is also scaled. There is written amulet as you see, stat applied are from some amulet that already exist or will come soon. They didn't announced belts anyways so i believe its bug

Currently almost every description (included level scales) are completely wrong. This is a mistake on STS's part.
