Endgame PvE build

I've been trying to find a build that works but all I'm doing is wasting scrolls.
Right now, my skills are SS, WM, Juggernaut, and HoR. I don't know if VB is worth replacing Masteries and/or passives. What would you guys suggest or what builds do you use? Pve mostly maus some elite. I can give full build on detail if needed

Edit: Also, what gear should I use? I am using lv60 legendary assault and potency sets, Ebb brooch of will, arcane ring and balanced sash of potency. I want to raise my health and lower armor If I have to let go of something.

Gear depends on your budget.

Best pve combo is magma + glint aegis for mobs, and drag sword for bosses.
Cryoworm 54 is the best amulet, but it's very expensive
Elondrian Tenacity belt is the way to go.
