Question About Awakenings

How many awakening gems does it normally take to unlock the second slot in legendary weapons?
Is there a definite number needed or it's just random and luck? :)

Random and luck which goes by it took me 10 gem to unlock 2nd slot on legendary

Based on luck. Same like when you opening locks, sometimes good and mostly bad luck T.T
