Ok so I recently made a twink lvl 12 Dex Bear, I have the following equiped

Robber Archery Cap lvl 10
Arctic Toy man wand Lvl 10
Festive Tinsel Talon Lvl 10
Blacksmiths Forged Platemail Lvl 5
Arctic Peppermint Shield Lvl 10

I need some tips on..

1. What equipment to use
2. What else I should Buy
3. What should I make my skill Points at
4. What Combos Are useful
5. How to Pvp with a Lvl 12 Dex Bear?

1. a lvl 10 plat pack with talon and shield is really good best helm available is in there and a pretty good wing
other than that id say a pink talon is awesome as well as a pink peppermint / pink ginger if you wanna dual spec
2. a ring depending on your play style either a offensive or defensive one and theres arguments for both sides - as for your armor there are pros and cons to every armor and not one is better than the rest (i had all of them)
3. as for skill points max rage, 3 stomp, and then slashes
4. there are no combo combos available, but a popular string of skills is to stomp - and then one slash right away (the second will usually miss you if spam another)
5. get in there and kill em! haha, one tip...stomp first, but dont miss and/or juke their stomp

6. noobmigo would tell you to go to lvl 16 lol

You can put a point in Iron Blood. +8 armor at level one.

A REALLY good build is:
skills:
-6 rage
-3 stomp
-2 SMS
Also... Don't use toy man :/ it's damage is better than a tinsel, but it has much lower speed. If you miss once with a toy... You pretty much lost lol. You want to put as much damage into them as fast as possible.
If you don't already, buy a ring (damage and crit).
You might want to also buy a better pepper and expert armor once you get the money. You cap is ok.

When I was playing a level 10 char, a level 11 dex bear joined and was doing very well. I checked his stats, and he had 29 armor, and i think 50 dps. He did not have an elixir. He had a talon (not the christmas ball), and a flame colored wing shield. I think he had Expert Leather.

For the last week I have been trying to find such items in cs, but can't seem to find them. Helm, shield, and talon are a mystery.

He most likely was using artisans, def ring, and the wing and talon only helped him out even more.
I'm also pretty sure if he did have expert, he was using a founders helm.
And to solve your mystery, he was using platinum kit items. You get them from a lvl 10 kit that costs 35 platinum

according to the skill description going from 3-4 stomp doesnt add any dmg
(at least back when i was making my build)

and 50 dps is realllly low even with 29 armor...i can have 30 armor and over 60 dps easy

It's rare I 100% agree with you on a build.. but this is as close as it gets. Two months ago, PRO. Now, with the negative hit from stomp, I prefer an Arty over an expert. Just my opinion.

awesome build, though I would do CS instead of VS, cuz often they root or ice u so there knockback doesnt rly matter, and I believe the plat wing is better then peppermint
