Now that it is tradeable, does that mean that seriously any level can equip it? and do the sparkles still apply for a lvl 20 bear for instance equipping this ring?

It's free as long as you have a 3pc toon, you can generate as many as you want by talking to fallen prince then giving away a ring, if you talk to him after you give away ring he gives you another.

Dont do that guys trust me... i made 100 rings and just got banned honestly not my fault u made a bug sts and i found it u cant banned me for that was your fault.
