Settings>Edit Profile Picture> Put in the URL or upload from Computer.

Is it under 64kb? and 100x100 pixels?

Anyway, hit the menu button, and scroll down to settings if you're using the android app.

You need to set your android to Regular STS forum instead of mobile if you're on browser(Which I recommend) You can't do it from the app.
