As a level one, why cant i access burkes quests? is that not possible now? ive completed 10FH quests.

Cinco hates level ones.
Honestly they lack the ability to do a lot of things, or have lost the right to do them for no apparent given reason

Can confirm. Cinco sends me hatemail via PMs at least once every week :(
But yeah, there are quests that have a level requirement, so you can't accept them. I've finished 100 quests with my level one, but it stops there.
I think requirement is being level 4 or 5.
