Full INT or INT/STR hybrid. I prefer INT/STR hybrid as I rely on Immortal Staff procs rather than damage itself and it works great.

Fire - 4/5 - "Sorch" not required.
Gale - 5/5
Clock - 4/5 - "Time Bomb" upgrade not required.
Shield - 4/5 - "Displacement Wave" not required."

Passive: 5/5 armor, 5/5 INT, STR, DEX

Mastery:
a. 10/10 shield
b. 10/10 Gale

Gale mastery removes curse/stun/debuffs and helped me in keeping alive in maus runs.

After spending your skills points as I mentioned you'll have 3 extra skill points, use them as you please.

What is best is relative and depends on lots of things.
This is my opinion though.

Full int, any point in str or dex is wasted..
Passives 5int 5str 5dex 5dmg 5crit
Mastery 10wind 9fire
5/5 fire
4/5 ice not taking artic shatter
3/5 wind speed of wind and weighted wind
4/5 timeshift not taking time bomb

Shield will make killing slower, wich makes partymembers hit more..

Hope it helps, have fun.

Here is what I found works best fore me, the whole build centered around flame staff proc

pump ALL points into INT

Skills:
Fireball- 5/5
Gale-5/5
Time Shift- 5/5
Shield-4/5-Displacement wave useless imo

Passives:
5/5 Int/dex/str
5/5 damage (personal preference)
5/5 crit- helps with the proc damage again, my preference

Masteries:
10/10 time shift-This is for the permanent freeze affect, kind of a luck thing but very useful, especially against the mages and other tough mobs
6/10 fireball- this is mainly to affect the number of mobs in order to stun

NOTE: this is a higher damage build then other builds with flame staff, the only reason I use it is because of my good gear, lvl 60 mythic armor and helm, Enlightened belt, arc ring, arc brooch. All fully socketed with superb mind jewels and two superb fury jewels (for additional health) I also use Glowstick for a shield, (Nekro would also work)

I'd like to add that I think Time Shift mastery is a must. It works really really well at freezing enemies. If you drop a clock in M4 or M5 on a big mob, 3 or 4 of the mobs will get frozen indefinitely each time.
