Gargamel MADE smurfette?

We all know that garamel spent most of his time trying to catch smurfs because he needed 5 to turn them into gold. He also MADE smurfette to trick the rest of them. Why didn't he just make 4 more and turn them into gold and save himself the trouble?

Also, if wiley coyote is such a super genius why didn't he just take all that money he was spending buying acme contraptions and use it to buy a road runner or a steak dinner or something?
