How often do they STS bing new expansion/ level cap? Is it once or twice a year?

There's no specific pattern, but it seems to range between 6-9 months during the past 3 years. Here are the approximate dates of the various expansions:

Season 1 - level 16 - game launched worldwide in November 2012
Season 2 - level 21 - "Dead City" - December 2012
Season 3 - level 26 - "Kraken Isles" - February 2013
Season 4 - level 31 - "Battle for Nordr" - May 2013
Season 5 - level 36 - "Realm of Shadows" (Shuyal) - August 2013
Season 6 - level 41 - "Dragon Enclave" (Tindirin) - March 2014
Season 7 - level 41 - Planar Tombs (no cap increase) - September 2014
Season 8 - level 46 - "Rage of the Ren'gol" (Glintstone) - June 2015
Season 9 - level 56 - "Curse of the Cryostar" (Underhul) - March 2016
Season 10 - level 61 - "Arlorian Twilight" (Somberholt) - October 2016

Its randomized.. but if u count the years of AL and the number of seasons we got.. ya Every half year xd
