Not a bug. It really is supposed to drop from elite tindirin maps.

Planar tombs has the best drop rate, followed by tindirin.

On a side note, in an update they removed Vial drops from shuyals(pretty sure about this).

Yes, Elite Shuyal used to drop Vials too.

I think so, yes. They would never remove vials from Arena chests.

i dropped one too but it was very long ago
