I saw a L64 in a prison map. What's the procedure to join an Oktal map with a character below L73?
Grab the all access elixir, and the vanity pet for 800 plat. Great combination.

According to this thread stow away ticket should work for L25+

You need a level 80+ char to buy the pet first. After doing so, any char below 73 can still enter Ok'tal maps with the pet equipped and an all access elixir.
If you do not have a level 80+ to buy the pet, you cannot enter using this method. You will need to buy a ticket, unless you find a Rift portal and use the all access elixir (for Stow Away) and Shadow Essence (for Dungeon) or Shadow Hunter (for Prison)

I'm pretty sure the only way is to get a stow away ticket, enter rift then press exit back to towne when done. I have no idea but it sounds right.

The link to the thread that Ruby posted more or less answers my question. According to what I understood from Cinco's reply, you can enter stow away with the ticket on any L25+ character.
According to the reply he gave on my thread, you cannot use an all access elixir whatsoever to get into an Oktal map.
I have one (hopefully) last question on this topic. When you buy the ticket, does it count as an elixir? Can you use a daily blessing elixir, a bought elixir and a stow away ticket at once?

I have the Lok pet, and able to access prison as a llevel4 with access elixir i tried it and it works

Bazinga yes you can use all three of those at together but if you get the pet you don'tneed a stowaway ticket to enter prison, if your lower level you just need access elixir and the pet equipped then you can enter

As Wsrg, Dolloway and Hotdiggydog explained.
The level 64 toon entered Warlord's Prison by using a level 80 to purchase either Peri.Winkle 800 plat pet or Lat.Ko 1600 pet.
Both these pets gives level 73+ toons permanent Prison quest portal access in Ok'Tal Towne. Equipping the pet on lower level toons gives you access to Ok'Tal Towne. To access the Prison quest portal on level 4+ toons you purchase "all access elixir".
Pretty sure anyone can into Oktal maps.
