[suggestion] remove jewel elixir appropriate zones restriction

first of all, i believe that the restriction was made to avoid people from farming good jewel easily in easy maps,

but in actual, farming jewel using jewel elixir can't be done in easy maps, because enemies will wither easily, so it's pretty clear that this restriction is unnecessary

and also, it will be weird that we need to have a twink/low level alt to farm nature jewel (which is confirmed by devs that it gives more advantage than diamond jewel at end-game), we need nature jewel at end game, but we can't farm this jewel with jewel elixir. very weird...
