does the quest from the fox in Ok'Tal where you gain 25 rax crystals allow access to the new content? Or do i have to buy the new maps, and how long will there be 'early-bird' prices?

You just get 1k XP from that quest. You must purchase the new map for 10 plat. Then you do a quest from that same A.I. in Oktal Towne. Once you complete it you get a newer level and so on.

Once you've completed Riksa's first quest you will be given access to the next map in the Ok'Tal Odyssey series!

It works this way throughout: complete the quests to access the next level, etc. :-)
