There are a couple of pvp guilds at that level you could join, should make it easier finding opponents otherwise you might find yourself waiting a little while :/

Yes it is active and will be more active as the event comes on. I am one of the guild masters in that level - ign Bplz from Reunion.

It was active in 2014 or 2015, that was before arcane maul can be converted to vanity and pet slot thing happened. But the gear so damn rare, only few peoples that own complete set.
