Does anyone know where you can loot a level 20 Elf Guard's Wing Shield?

I'm thinking Balefort/Fathom. Mostly likely Balefort.

I believe this is a Balefort drop but if not then it is a scaled Fathom drop which means you must farm with a group of 20s. Hope this helps!
