Help! Can't get the quest from herald horgan/cannot delete quest!

Hi all, been back to the game recently after a long absence. Like stated above, I can't seem to get the quest from herald horgan and get to the chancel of light/graveyard maps. I've checked on YouTube and found that this is cause by taking the call to arms quest that is suppose to be submitted in the chancel of light it self. It seems to be some kind of bug that gets you stuck in and endless loop, because now apparently it's impossible to delete quests (why is that really?). Anyway I'm stuck as a lvl61 mage with awesome gear that can't get to the highest level maps and it's frustrating and is ruining my game experience. Has anyone come across this/knows what can I do to fix it?

The quest to get to Chancel of Light is completed by talking to the guy near Garetta's auction, if that's what you're talking about. (Cross your arms and say "The light guide you" (?))

By the way, I'd really LOVE to be able to delete quests. There are some that I just am not doing (say, Helm of Orcslaying) and some I can't do anymore (say, talk to Jarl in Windmoore for AL's 4th birthday), or some I don't really plan on doing (say, 20 Elite bosses in Nordr).

It used to be a thing, why can't we do it anymore?

Yup that was it! Srry for the confusion. And about quests- really unclear what the goal is. It's just needles and annoying
