Is it via quest or a drop? And where do other Halloween pinks drop? Thanks so much

Quest. After buying a Halloween costume(Which should be fixed I guess) Hal gives you Permission to talk to Daffy in Balefort. After a few quests, you do one for the Pumpkin Vanity

Where do I buy Halloween costume? Sorry wasn't around last year.. Also I have downloaded the app twice to update and it's still showing 1.73 will I still be able to get new gear or how do I get 1.74 if downloading app isn't working

It has only come on for the Android so far, it will be out for the IOS soon!
They are shutting it down at 5.!:)

You need to get the 1.7.4 client. Give it a little time to propagate out. You'll get it sooner or later!

So can u only do each quest once? After pulling patch is done it becomes inaccessible. ?? Anyone know?
