Cannot complete daily dream quest after passing level

If you decide not to do the "sleep in your bed" main story quest for a certain level, once you've passed that level you can never ever complete that quest after the fact.
Example: Quest "The Dream Expands" cannot be completed at level 66. It remains grayed out and can never be started again, thus players can never complete this quest.

Why though? That's stupid. At least give me the option to delete the quest then or something so I don't have a quest I can literally never start ever sitting in my quest log.
