You can get shivering, brain freeze, and iceberg items from nightmare very easily. There is also the elite quest that could get you black ice. So I'd say nightmare.

Oh yes, the stuff that drops here is way better...harder to get because it is an elite dungeon, it can give my level 60 bear a hard time when soloing. But you can look up Shivering armor and talon for a price check on the items that drop there and no where else.
