Lv60-61: 140 str, rest dex
If you want to know more, you should really check out the guides in Elly's sig. Everything you want to know is in there in clear English and great detail :)

Elly said read his links in his signature. He explains some of the better dual spec builds for both PvE and PvP in them. Read his Attack Bear and Bow Bear guides.
Edit: Got ninja-d by Jay. Or should I say...kung-fooooooo-d.
Edit Edit: Can also as another option go 140 dex and rest strength, as well...gives you enough hit percentage for Taunt and Beckon to hit consistently, and makes you a little harder to kill but with slightly less damage than what Jay said. Both are good, just personal preference :D

Hehehe kunfu'd LOL
As you said, each has his own build preference. I prefer dmg and hit%. But If you want to be the best tank possible, it's Arguably best to go for a big top set at lv60 anyway, and these add 3% hit for each item. So then your suggestion of 140dex, rest strength, is a more then valid one too. Strongman just lacks hit % if going that direction IMO :)
