someone told me it was lvl 30, mine is now lvl 31 and it still doesnt have it
my char is lvl 61

Lv 37 get on pve lv 57 on pvp ;)

Mishi/sam passive is activated when he/she does damage to mob or loot. So the higher the lvl the more damage they have. It also matters what map you're running if they are low lvl and you run maus or grave the passive won't get activated because they do no damage to anything.
