How to win that contest is beyond me, you could also try paying for one... I hear players have a 100% success rate with that option.

^^^ What all the preceding said. The only way to get one is if the Devs offer one as a contest prize (since it's a plat item, no player can buy you one or give one away in a contest unless it's a prize donated by the Devs) or to buy one.
