thanks to a help of a friend, i can confirm the bug and the solution.
the quest's 'go to' button will direct the player to stronghold, when what we need to do is actually to kill some mobs in hall of valheim (normal) to get a randomly dropped quest parchment. then we can start and finish the quest.
