I'm pretty sure when you're level one, since you don't have the ability to trade, you have to buy all vanities, pets, and weps on that char. As for the kills, you could disable xp in the settings and just keep killing. But now that I think of it, I don't think your kill counter goes up if you don't have xp turn on. I'm not to sure anymore.

Disabling XP in settings doesn't keep giving you PvE kills :)
All I can say is the method that that person used to gain kills at lvl 1 isn't working anymore :)

used stash to move items to his lvl 1 account
before even if you have xp disabled you still got kills from daily story token quests,which is fixed now.

Wasnt there a thing where you could take your character back a level? Maybe he did that over and over
