Arc Sabers Bugged?

There has been a problem where Arc sabers Attack speed is beyond slow often times, takes almost more than 2 seconds for a second strike. Also the proc is very low compared to the 90% chance stun from rakes. My attack speed with relic hammer outshines sabers which makes things odd since duals should be faster. Hoping for a dev confirmation if this is intended to work this way.

It is definitely not intended to work this way (re: the long pause between attacks). I will investigate a fix. Thanks!
