tainted weapon proc

does this weapon also proc using attack skills and normal attack? we tried it using normal attack weapon procs in less than a min but we tried it using all attack skills it didn't proc we tried it for about 20 mins using all attack skills no spawn showed

weapon description is:has a chance on hitting enemies to spawn

does using attack skill is also hitting enemies please clarify about this devs

The proc works only with normal attack since they were released.
